If you are using SmartThings, go to Add Device and select Zigbee. If using Hubitat, go to Devices, Add Zigbee Device. Start the discovery process immediately after the bulb flashes — do not wait.

Keep the bulb close to the hub during pairing

Zigbee pairing happens at a low power level for security. The bulb must be within about 20 feet of the hub during initial pairing, even if it will work farther away afterward.
