Problem Description
Your Ecobee Smart Sensor shows the room as unoccupied even when people are sitting in it. The sensor does not register occupancy so your thermostat ignores that room for comfort settings. People are clearly in the room but the Ecobee app shows it empty. This defeats the purpose of having room sensors.

Check Sensor Placement
Ecobee sensors use passive infrared to detect motion and body heat. They need a clear view of the room. If placed behind furniture on a high shelf or facing a wall they cannot see people. Mount at 4-5 feet height on a wall or shelf edge with unobstructed view of where people sit.
Understand PIR Limitations
PIR sensors detect motion not presence. Someone sitting perfectly still for 30 plus minutes may register as unoccupied. This is normal. The sensor will redetect when the person moves even slightly. For rooms where people sit still for long periods place sensor where it sees entrance so it catches people coming and going.
Clean Sensor Lens
Dust on the sensor lens blocks infrared detection. Remove sensor from mount and gently wipe the curved lens area with a soft dry cloth. Do not use cleaning chemicals. Replace on mount and test by walking through room. Sensor should show occupied within seconds of movement.

In the Ecobee app tap the sensor then Participation. Make sure the sensor participates in the comfort settings you care about like Home and Sleep. If a sensor is excluded from a comfort setting its occupancy data is ignored during that setting. Enable participation for all relevant settings.
